Why don't you just visit them with a baseball bat? Worked for me. Problem solved. Neighbors got quiet. Later moved.

Just bear in mind the quality of the sound is not regulated in a free and open society. And most Mariachi, alpine yodeling, techno mash ups listeners must have some issues and most, ok some, can legally be armed and defend their homes so a baseball bat is pretty light weight. How about a gallon of cheap vodka and a good mix CD.
