A long time ago the previous mayor of Austin got together with the governor of Texas and decided they wanted to make Austin the hottest place in the state so that the electric companies (and other related business) would benefit from the overuse of air conditioning. So they got with the science department at Texas A & M and they built these huge heaters and had them placed strategically around the city in secret locations so that the normal citizens could not see them. When the agreed upon time comes, the heaters are switched on and certain aspects of the economy boom because of the oppressive heat.
